Louisiana Independent Oil & Gas Association chairman William Fenstermaker says the organization is seeking a variety of measures from state government to increase Louisiana producers' output. The state is the nation's No. 2 oil and gas producer. Fenstermaker, president of Lafayette, Louisiana-based engineering and surveying firm C.H. Fenstermaker & Associates Inc. , met recently with Louisiana governor Mike Foster. LIOGA is seeking streamlining of the drilling-permit process, making the state competitive with other states' time cycles for granting permits; ways to buoy the industry when oil prices decline below $20 per barrel and gas prices below $2 per thousand cubic feet; ways to stimulate 3-D seismic shooting; drilling-rig job training; and creation of a gubernatorial energy committee. Fenstermaker hopes the state will look into releasing funds and committing to a cooperative training program with the industry, to solve the shortage of rig workers, which has led to many rigs being stacked.
