The exploration plan for Eugene Island Block 51 was originally filed in 2008 by Energy Partners Ltd.. and the drilling rights to lease OCS G31366 were purchased by Energy Partners in October 2007. Block 51 was an oil- and gas-producing tract from 1951 through 2006. Under previous lease OCS 00078, output totaled 22.4 billion cu. ft. of gas, 18.5 million bbl. of crude and condensate and 13.5 million bbl. of water. Most land in the U.S. is divided into townships—rectangular tracts six miles square. The township, in turn, is divided into 36 numbered sections, each a one-mile square. The lines running north-south and dividing east from west are called range lines. The lines running east-west and dividing north from south are township lines.

A well in Section 15-Township 4 north-Range 3 east is abbreviated: 15-4n-3e.
